well you probably don't have one, but if you do it keeps you under a certain speed, a lot of big semi's have them.

Most modern cars have them. It limits both engine RPM and car speed by electronicly restricting fuel flow at setpoints from the car control computer, very similar to the old restrictor plates in old carborated cars. There are ways to disable them.

every car has a govenor (unless removed by you) be it mechanical or electronic.
it keeps your engine within safe operating RPM levels so you dont blow your investment up

It limits the speed that your engine can turn. In today's computer controlled engines it is called a REV limiter.

a governor keeps you and your car from speeding to much.your speedometer may say 160 but a governor will only let you go 100.example.

It regulates your top speed, some regulate your acceleration too. I don't know how though.
