I never saw the movie, but I have read the book. In the book, Herod was a Jew.

He was a jew however he didn't act like one. He was probably at that time more of a follower of the Roman dieties but he knew the Hebrew bible. According to Hebrew law he would not be considered a Jew because his father Herod the Great was part Edomite.
