I have yahoo for my website and it is pretty easy setting it up. I think it will be difficult at first with any company that you choose, but you have to at least make sure they offer you the features that you want. I do know yahoo have some pretty good features and they offer help in all areas. Maybe you should inquire to some of the web-hosting companies about flash and media before you actually select one. This way you can select the best option for you site. You can check out my website www.newbornexpression.com to see how it is setup. It is not complete yet, but it was fairly easy getting it this far.

Yahoo has pretty cheap rates at something like $1.99 for the first year, but it really just depends on the types of things you want to do with your website. If you're a serious entrepeneur check out http://godaddy.com and perhaps that will be helpful for you.
You'd have to be more specific about design help/setup.... With what you're trying to do you'll have to be pretty familiar with html and the likes because a free template won't do you much good.

If you want to do animation, then your best bet is Flash. I use Dreamhost for my hosting provider. Their extreamly cheap for what you get, but aren't the most reliable. They have a couple of 1 click installs that will get you started on your way.
