To get the fraction, you divide the number by 100. If necessary, reduce to lowest terms by dividing out the common factors.
Example:
12% = 12/100
To reduce this fraction, divide numerator and denominator by the common factor of 2:
12/100 = 6/50
Divide num. and den. by 2 again:
6/50 = 3/25
3 and 25 have no common factors, so 3/25 is the final answer.

For the decimal part, just divide 12 by 100, OR divide 3 by 25. If you need to use a calculator, then use a calculator.
