What are the best softwares to create and modify EX_ files (*.EX_) ?

Question

I want to create a self-made Operating System CD ( based on Win XP )
But I've got some problems in creating and modifying EX_ files (*.EX_)
I need to modify NTOSKRNL.EX_ and LOGONUI.EX_
Please advice me some appropriate softwares . THANK YOU

As the other person said, .EX_ means that it is a compressed .exe file. First you need to un-compress it. Then you need a de compiler to get the assembly language level code from it. Then you need to be able to understand assembly. Then you need to understand what the program is doing so you can modify it.

So with that said, if you didnt know that it is a compressed .exe file, and that if you were to look, you would find it on your computer already un compressed. Then why would you think you could actually change it to make it do something else?

You know that *.ex_ files are compressed files don't you? And Microsoft will get you for piracy if you're trying to modify their OS "based on Win XP".

And it's advise, not advice.
