Shopping help?

I live in Dubai, United Arab Emirates and I shop all the time from the net same sites they have an international shipping services like victories secrets where I buy almost every thing they have on sale, but others they don’t accept credit cards from outside the usa and they don’t ship, shipping is not a problem I can use my friends NY address or her parents NJ address but I cant ask her to order for me every time I want something, I almost order things 2 or 3 times a week, any solution how can I get an American card I don’t want a credit card I want something like prepaid card?

I know there are grate things in Dubai but its very expensive here, and I don’t like going out much the traffic is terrible and when you get to your destination you don’t find a parking, so I shop in the comfort of my room watching TV playing with my dogs, also I cant find dog things her for my Chihuahuas.
I tried the Citibank but also it did not work, I could not buy from so many sites and beside that I spent my limit it was 10,000 $ in one month, that’s way I use a prepaid card I set the a mount I want to spend and I don’t end up braking the bank every month.

ohhhhhhhhh okkkkkkkk i dont think u can unless ur friend makes ones or something and the u use it i dont know i dont think there is a way just buy where u live in Dubai i'm sure they have great shops over there actaully i heard they have greatstuff and great prices and u an find almost anything so just buy from where u live goshstop wasting money u wont always find the best stuff in america

I would suggest to go to any US bank office in Dubai and ask as, for example, Citibank:

You can probably apply for a debit card through an American credit card company.
