Sorry, guy, but you're stuck with what your gentics gave you. However, they make these "pump thingies" that you can find at adult stores. What the pump does is draw more blood into your penis (which is why it gets hard and erect in the first place). You could (I'm not going to say you will because each guy and his penis are different from every other guy on the planet) get your penis to become longer temporarily. Perhaps with consistent use, your penis may retain its new length, size, what-have-you but then you may need to fork out money for new, looser fitting jeans.

However, if you are uncircumsized, you can make it look a *little* bigger by putting weights on the end of your penis. It stretches the skin.
As far as fifteen inches you would need surgery. Only way.
