Yes, he is, and he's easy to blame. He and his administration have done an incredible job in light of great difficult situation in the war on terrorism, and other natural disasters, as well as bringing the economy out of recession, which started during Clinton's Administration into a robust, growing economy. President Bush's achilles heels is the fact that he is not a BS'er and a smooth talker like President Clinton is. Heck, Clinton could sell ice to the eskimos, while President Bush has trouble selling baguettes to the French. But don't get me started on Les Français....

Nope I know he has henchmen too, but Bush put himself in that position. If he didnt want to be a spokes person for USA he shouldent have become president. But obviously he was just looking forward to his presidential suite and all the trappings that come with it

No, as president he must be responsible for his actions, and the actions of his office. Therefore, nothing he is being blamed for (political actions wise) is the error of others. He gets the last word.
