What is the best top to wear with this skirt?

I have a black skirt, kind of billowy, that comes down to my knees. It is cotton and very nice, and I would like to wear it to a somewhat formal event, but I am unsure about what kind of top to wear with it. I have 200 dollars b-day money to spend on clothes. I am a sort of short 13 year old (girl, duh) and I am basically average weight.

If it helps at all, the skirt I have is very similiar to the black skirt on Yahoo! Avatars under the Branded-Walmart category. Though I did not get it at Walmart.

I want a somewhat colorful outfit, so maybe a light-colored button up shirt? I also might want to wear this to school, so any informal ideas work too.

I just raided my closet. I have a light blue tank and a magenta ribbed tee. Will either of those work?

Also, I have mediteranean skin, as in sort of a light olive. I'm seriously tanned, though, from a week at the beach.

go with a rich color that goes well with your skin tone, with a bit of sparkle or sequins, beading on it. The top should be fitted to your body, not flowy, or you could end up looking like a hippie child. As long as the shirt doesnt reveal too much skin, or stretch across your bust so it looks like its going to pop off, youre good to go. Also, allow enough length and room to conceal belly, think classy, not trashy.

I know I won't get points for this, but try shopping at a local thrift shop. You will likely find something stylish for peanuts, so you can buy more than one top that goes with the skirt. Take them home, wash them and iron if they need it, and when the day comes wear the top that best fits your mood, the temperature, and the event. We had a foster child once that shopped that way and had an excellent wardrobe. She would buy choice pieces at the trendy stores and complete the wardrobe at the thrift shop. What a great way to own lots of cool stuff and have outfits that are fun to play with.

Its a formal event? Maybe a white button up t shirt. Not a crappy one but a sort of nice one, or a white tank top! I have the same problem, i want to buy skirts, but then i think, what can i wear to match this!!!

wear any thing you like bit i think layered tangtops like maybe pink with white and gray would look really nice with a black skirt and any type of shoes pr fancy boots that are grey pink or white but not black boots only wear black shoes but not black boots for this occasion because you are already going to wear a black skirt and it will not stand out
then wear some silver earings !!!

Wear a pastel colored top. Gosh don't spend all your bday money! Go for a formal looking light pink or light blue top. I will include a link.

a cute halter. something bright to contrast against the black and you could bring a little shrug to put over it if you like. something simple and sweet but still makes you look awesome =). check out whats on sale at macys, nordies, express, or even limited two has some cute things for your age

they have cute cheap clothes there
a stripes shirt would look nice with a skirt.
why dont you talk the shirt with u and try on different shirts with it
go to alot of stores
cuz they all have different types a shirt for everyone.
if there is a nordstroms near you ask them what would look best.

try a stylish tank top, any color will go with black or a tank top that ties around the neck would be cute!
