i have pipefish and true percula clownfish in my seahorse tank.they are all peacfull and there is very little competition for food.seahorses will not compeat very well for food, they are too slow and can't exert that much energy to compete.
i also feed my seahorses ova, or hawaiian volcano shrimp.i have a 150 gallon setup just to breed these shrimp in.they are the fav. food of my seahorses and pipefish.

sea horse do better in a species only tank, they are slow feeders and require low-no current in their tank, they dont compete well with others...
the only other fish ive had good experience with keeping with sea horses are pipefish.
you could possibly do a few small inverts like the dwarf hermies, but otherwise id just do seahorse and pipefish in a tank with very little current.
