there are free fantasy leagues (yahoo, espn) - but you won't find any free keeper leagues, because they require the same owners to return year after year.

if there were any free, public keeper leagues, and my team sucks at the end of the year, I may not come back, what's stopping me? And no one else is willingly going to take over my crap team, and the league gets scrapped.

that's why you haven't found any.
