Not this year Jenson Button is beating him.

I thought James Hunt held the record, but it might be Nigel Mansell.

In others words, I don't know.

It is the points scorers that count for the championship. So, it is theoretically possible for someone to win the championship without actually winning a race. I don't know that has actually ever happened before, although it has been close to that before - in 1982, Keke Rosberg took the title and only won 1 race that year - he scored the most points that year so he won. Second (or even third) placings can also come into the equation should two drivers finish the season with equal points. Then it goes to who got the most 2nd places (or 3rd places etc should the second places be equal also). Personally, I like that system. There was talk of changing it, but I think it needs left alone.

Not having best drivers?
James Hunt.
Jackie Stewart.
And the incomparable Jim Clark.
Not a comprehensive list and not exactly recent but it rubbishes the comment about 'Brit' drivers.
Two of these were from Scotland, which is not exactly a big country or one renowned for a culture of F1.
Idiot.
