In the newer tank, it takes mostly time. I have found that large (golf ball size) snails mow through it easily. Increasing water flow (wave maker) also helps as it will not grow as easily. Once the stuff gets a foothold, it grows faster, so remove it every other day until it is gone.
Glass scrapers bought at paint departments for a couple of bucks remove it nicely from the glass without scratching it. Turkey basters will blow it off your live rock. If you are using florescent bulbs, you have to change them every six months of they start emitting a light spectrum that promotes the growth of the stuff.
Use only reverse-osmosis cleaned water for your water changes, and buy some calurpa to out-compete the stuff (use elastic band to attach it to your live rock until it roots.
