Serving relates to military service, you know... serving in the military? That's what they're referring to.
On another note... check your definitions of piracy and mercenaries. Neither refer to what is happening in Iraq.

It is a term used by all armies, and not specific to the US army in Iraq. I think it might be something to do with serving your commanding officer ie following his orders (or her orders, as may sometimes be the case now) .
