Check with your local United Way, Job Corps, and youth programs. Also, ask to put announcements in local church bulletins, and check with local Senior Centers. These are just some ways, get the name out there and people will come.

Try your local tv station. If you have a non profit organization for a good cause , your tv station will run public service announcments probably for free.

Post something on Craigslist for your area. Thousands of local people see it and can respond via email or you can post a contact number.
