go to start >> run >>
then write
shutdown -a
this will stop it restarting
if you want to remove a program from starting up with the computer
go to
start >> run
then write msconfig
go to startup
uncheck the program u don't want
but if the start menu does not showup
after restarting your computer keep pressing F8 key
a menu will show up then choose safe mode

You probably have a virus. You might need to do a system recovery if you have a disc for it.
