Blue is one of the few colors that we actually see as others have noted it is a certain wavelength.

The eye has three cones for color sight. One detects blue light, one green light, and the other detects red light. Thus RGB color monitors and televisions.

The cone responsible for detecting blue is called a short-wavelength cone, S cone, or blue cone. It responds most actively to a wavelength of 420 nm which is actually more like what we call blue-violet.

Interesting the cones work in opponent processes. Blue/ yellow, Red/Green, Green/Red. In order to see the color Blue the R/G and G/R cones must be balanced in and the B/Y cone must be activated by short wave-length lights. If the R/G and G/R cones are balancef and there isn't shortwave light then the brain perceives Yellow. Which is interesting because the cones don't detect yellow wavelength light the detect its absence. The color yellow can be created by mixing Red and Green light.
