Nokia 6030 or Sony Ericsson are both under £50-
both basic phones with easy to use menu interface-
Just seen a Nokia 1600 it is only £4.94

Samsung T809. She probably won't need the MP3 Player or the games. But the digital camera would be good for her when she goes on trips. The T809 is good for everyone. The menu is simple (just press that middle button), it's a slider, It's menu is very easy to get around and there are shortcut buttons too (many). Or she could get a Motorola v600.

My mum is 70 and uses a Nokia - the menus make sense and you can still get some 'unfunky' bigger models.
You may well find that she gets right into the swing of it and use up loads of credit, so perhaps shop around for a deal with rebates, then as long as you remember to send in her details you/she could end up paying nothing!

You can't go far wrong with a basic Nokia model, most people know how to operate a Nokia so if she gets stuck at least there are plenty folk to ask for help!

might wanna look into the pay as you go phones. phones today are for younger folk so they are made smaller and slimmer with each passing advancement. you can also look on ebay for old clunkers but finding carriers for them may be a problem. I have used wirefly.com several times with great success and no hassles. look there and see if there are any phones that would suit your mom. best bet for her would be the nonflip phones as they tend to have larger buttons.
