I am guessing that there are bigger issues at hand than the missing money. Deal with source of the problem, rather than the symptom.

We've had some problems like this before in my family. It was at a family reunion and we had to keep any money locked up in the car. If you had a purse laying around or in the car unlocked this person would go through it and take the money. Everyone knew who the person was.
I'd say if the party was at your place, make a point of not inviting them or if you don't know who it was stop having parties at your house until you find out who it was.

I had 2 family members steal 100 acres of prime real estate from me in the most devious way. They, in their infinate wisdom, turned it into damn near nothing. What goes around comes around.

Have someone with the person at all times, except the bathroom, and don't put the money in there.

kick them in the fanny-make them give it back or turn them in to the police and then NEVER invite them to another party again

confront them or don't ever invite them to another party, they will realize that you know it's them who stole your money.
