Sexist pig. That said, I'd love all you girls to gang up on him and make him wear a pair of 5 inch pumps for the day.

Many companies do this. It is called "dress code". I worked at a place that said heels had to be more than 1 inch but less than 4, no open toes. Anything denim is considered jeans and may only be worn on Friday. Yaddah, yaddah, blah, blah, blah.

My shoes spent most of the day under my desk, and I walked around in my hose (also part of the dress code).

27 people worked in this office, but only 5 with the supervisor who had the dress code.

He cannot require heels. It would violate part of the EEOC and possibly the ADA. He can impose a dress code, including shoes, and even a maximum heel height, but not a minimum, as it would be potentially discriminatory to women, elderly, and handicapped.
