Yes they still have to pay., It all depends on what the court says or what documents you sign. If the documents or the court requires child support then it doesn't matter what the surrender or visitation rights are, they are two separate issues.

If your former partner wants to see the children or not. If they remarry and move as far away as possible, they can't escape the fact that they helped bring those children into the world. They are responsible for them and shall be held responsible until either they die, the children die, or the children become adults.

No, its like giving up a child for adoption, but if you have a court order before that happened you have it made. Or if the judge ordered him to give up his rights and still pay child support.
