Well, first, I'm going to beg you: For the love of God, don't be a fashion punk. PLEASE.
But, if you must, Urban Outfitters has some good stuff for whatever style you feel like wearing. There's also Metroparks- http://www.metroparkusa.com/index.php
They're both a little pricey, but, they work. Also, check local thrift stores for good pieces.
If the stores that have clothes you like aren't around you, most give you the option of ordering clothes online and having them shipped to you.

Um I'm not punk but I love this store. Some pieces could totally work in a punk wardrobe. Try Black Chandelier. They've got 2 stores in SLC and one in LA. The store is better than online but you should check it out.

goodwill, self-expression can not be marketted....
I used to be "punkish" but i always found it interesting that every mall in america has a chain store that sells the counter culture... if punks are so counter culture, how why do they all wear uniforms? similar brands? etc?
running away from trends is just as bad as running to trends... you wanna be the punkest mofo around? Wear whatever the heck you want....

If there are any colleges in the area, try the stores around there. There's usually some local (non-chain) stores that sell all sorts of non-traditional clothing.

It really depends on your definition of 'punk'. I know Zumies is a skateboarding shop with some cool stuff, if that's what you're looking for. But unfortunately, there aren't many shops.
