i would say if you are just starting out then try to go neutral and not too bright and out there. try mascara, lip gloss, and a little eyeshadow. I dont know your price range but some good brands are Mac, Lamcome, Nars, and Loreal. They all have different things to offer. Mac is good for foundation and eyeshadow. If you go to any make up stall you will see the foundations vary i used to go for a natural or porcelin but that was when my skin was fairer, it will be trial and error until you find one that suits you. A thin layer of foundation and a dusting of powder and a bit of mascara. when your happy with what you have try expeimenting with eyeshadow and blusher. Start with a light coloured lipstick as the darker colours are harder to get right. Just remember that later when you go for a night out with your friends that the time you spend getting ready is almost as fun as the being out! Enjoy!

Powder: Bit of L'oreal True Match Powder (ONLY IF YOU NEED IT)
Eyeliner: L'Oreal Le Kohl Pencil in Brown or Black (whatever matches your skintone)
Mascara: Clear Maybelline Great Lash Mascara or Brown/Black L'Oreal feather lash. Both these mascaras are natural
Gloss: L'Oreal Glam Shine clear or a light color. Whatever matches your skintone
Directions:
1. Dab on powder wherever needed
2. Line bottom of eye with pencil (very thin)
3. Apply mascara on top lashes and bottom lashes
4. Apply lip gloss

I advise anything natural and neutral as it is your first time wearing make-up and No7 is a very good brand or Rimmel They have a wide range of colours etc! I would advise light tones of browns and beige! If you would rather be more outrageous with what you try experimentation is the best way to find out wha suits you!

find a similar color foundation, the cream stuff works great, put that on your face and smooth and blend so that none of it is noticeable and it is barely on. then take a light pink blush and run along your cheek bones, very light, then blend into foundation at the edges. Then you put on eye liner to the inside of your lower eye lid, that way your lashes look longer, then get a tri brown eye shadow thing and take the lightest color and cover your entire eye lid to eyebrow with it, then take the medium and put it just on the lid and then the dark work in just at the corner drag across the edge of the lid and then blend in a triangular shape into the medium, then put on some similar color mascara.

You can just go down the makeup counter at your local Macy's
and have them teach you. They will - of course, they will also
want you to buy stuff - but you need to buy stuff anyways, right?
You don't have to buy everything they put on you, and its a
reasonably good way to see how things look without having to
buy them and then later reject them.
You may or may not want your mother or sisters around.
I'm not sure what the dynamics of your family are. It could
either be a blast or hell-in-a-mall.

I agree that less in more. Decide whats your fav feature (ie your eyes, lips, cheekbones) and spend more time on that. Applying makeup right so it looks classy and brings out your beautiful natural features takes to time and practice to perfect. Have fun experimenting with different colors and application techniques. Bare Minerals is the best brand. But it is really expensive. Cover Girl is a good brand too. Don't get liquid.
