I don't think he has the right. It was up to Arnold to make that decision but he caved. The National Guard can't even do anything against the immigrants crossing over. It is just a waste of their time and our tax money.

Yes. The constitution allows the federal government to call up the Guard when needed. The Guard charter also allows this. Sorry

I believe the President does have the legal authority to call up the national guard.

The national guard exist to protect our state and national interest. As much as it pains me to say so the president does have the right to send them where ever he feels the national interest needs protecting. While instigated to protect our shores, if the president feels the national interest is abroad he can bring them to bear.

Yes, he does. Just because they are set for certain states, they are part of the Federal government military force.
