this is the situation..
my friend's boyfriend is working a full time job & got promoted as a manager..
he barely has time for her
he barely calls, he always waits for her to call him
but is it that hard to atleast call for 5 mins to see how's her day blah blah...
he lives in south while the girl lives in north
he atleast comes and visit her twice a week...

the girl got tired of being in that situation she loves him a lot but she doesnt think he feel the same way as she does
the girl is willing to do anything to work things out in their relationship..but then one day she realize that she's really TIRED of everything..she was really stressed out & lost she was crying the whole day thinking etc. she doesnt feel loved by him yet she still loves him..so she broke up with him..she thinks that if there really meant to be together someday they'll be together again.
they talked ..he told her that he doesnt want her to be just his friend he wants her to be his girlfriend so the girl

This situation sounds like a 'long distance' relationship that is slowly going sour. Apparently, these two people are on the opposite sides of the fence with regard to this relationship. Each person is not getting what they 'need' from the relationship and when that happens, no matter what - someone needs to get out. When girls start crying and stressing and feeling unloved and lost and broken up over a boy/man, it's time for a wake up call. LIfe is much too short and there are too many other opportunities to meet people to stay in a situation you have no control over. I believe just from what information you have supplied - your friend (girl) is really ready to let go even though she has feelings for this guy. That's ok. And I think he just wants to hang on because he needs to have some level of control and also, he might still care, but cannot do much to change what's going on. The two need to separate and work on themselves before getting into another relationship.
