Or does it depend on the environment - like, not ok in an office environment.

I'm having trouble coming up with an inappropriate situation.

I think people rarely talk to strangers any more and nobody says or hears enough nice things in a day so if anyone goes out of their way to pay me a compliment I want to reward them. I love complimenting old men because they hear the fewest and it's such an innocuous way to spread joy and make people feel good.

I have had a complete stranger come up to me while eating alone at the food court (I worked in the mall in college so I don't know how that fits into the workplace, lol) and tell me I was the most beautfiul women he had ever laid eyes on there -- and that was it he took off.

It really depends on how well you know the person, the environment, and the context you put it in. How you say it has a lot to do with it as well!

NOT ok in a work environment. Even if you are outside of work at lunch together that would be considered sexual harassment. You can compliment someone, depending on what it is and how its done.

Also remember its not good to stick your pen in company ink.

It's ok...who wouldn't want to hear that about themselves...but you're also correct..it does depend on the environment.

Yes it's okay. I told a lady cashier once I liked the highlites on her hair and it looked really nice on her, and she smiled and said thanks. I think it made her day. So why not? People like stuff like that, believe me, esp. women so go ahead and make her day, yes even in an office environment. There's nothing wrong with that, it's just a friendly compliment.

My personal feeling is that everyone loves a compliment. When and where really makes no difference. No one has ever gotten jammed up for being sincere and polite. Now, if you tell her you'd like to bend her over the desk or how you'd eat her full of ice cream, there may be a problem.

Depends on the environment. Lesbians and Gays can be called on for sexual harassment.

I think it's nice to go up to anybody just to tell them how lovely they are. I've done it. I went up to a girl once who was standing alone, I guess waiting on someone, and told her she looked good. Then I smiled and walked away. As long as you are saying something nice and are being truthful then it's a good thing. Once though I told a guy he had pretty blue eyes and I think it kind of shocked him.

Yes. it's okay, just don't make it seem like you hitting on her until you sure she swings that way. you could walk up to her and be like oh your hair looks so pretty, or I love the outfit your wearing. You don't want to scare her off if you're trying to get to know her? hope this helps.
