hi i am a municipal councillor for my city and I can tell you that cities are sued all the time by citizens if they can prove that the city was negligent in their services. For example a fall from a crack in the sidewalk can result in a lawsiut or an injury in a public park etc. If the city proves that they took all measures to ensure the safety and can back it up with proof( ex. inspection charts etc) then often the city comes out the winner. really it depends on the reason which you did not state. Go to the Court that has jurisdiction over civil matters where that city is located. Civil suits are a matter of public record.

Usually just watch the local newspaper. That kind of stuff if public info and you know how the media like that kinds stuff.
