More information is necessary to properly answer this question. Are you refering to the WiFi Connect service, or direct DS-to-DS connection? Assuming you are trying to connect using the WiFi Connect service, are you using the Nintendo USB WiFi dongle, or a wireless router?
If you are using the USB dongle, make sure you have followed the installation procedure correctly. This should not give you trouble.
Assuming you are using a wireless router, there are several potential issues. First off, many routers are now using WPA for security. However, the DS is only capable of working with WEP, so ensure that your router is properly configured with a WEP key (or no encryption at all, should you feel so bold).
Furthermore, some routers may be configured to deny access to connecting systems that don't have a MAC address matching an address in an internal list. Ensure that the MAC address of your DS is added to this list if required. The MAC address can be located in the WiFi configuration menus.
This is just a general overview, and there could be numerous problems -- the more detail you provide, the better an answer you'll get.

Do you have any wireless internet in your household? The DS even though its wireless still needs an internet connection, try the local library, or starbucks or anywhere that offers free internet and try again.
