The boat was actually owned and controlled by their nemesis, a wicked witch named Witchiepoo, played by Billie Hayes, who rode on a broomstick with a steering wheel called the "VroomBroom"
Witchiepoo was a fictional character on the 1969 children's show H.R. PufnStuf, portrayed by actress Billie Hayes. Witchiepoo was obsessed with getting Freddie Flute, stealing him to have him in her possession.
In 1970 she portrayed Boss Witch, the "Queen of all Witch-dom" in the feature film Pufnstuf for Sid and Marty Krofft. This led to her being cast as villainess Benita Bizzare in The Bugaloos (1970), which the Kroffts produced the same year. Thanks to the cult following of The Bugaloos, Benita Bizzare remains one of Raye's best known, best loved roles.

She also appeared in an episode of the Kroft brothers' Lidsville, belonging to the same lonely hearts club as the show's villain and became an item with him.
