SIM card issue by yr local service provider, eg. rogers if u are in north America or Singtel/Starhub/M1 if you are in Singapore, Maxis/Celcom if you are in Malaysia & etc. The SIM card will only be activated once you subscrib the plan.

I don't think that Verizon's mobile phones are ever unlocked. You usually have to buy a phone that has already been used with Verizon or buy a new one from Verizon. They use the CDMA networking technology which isn't very flexible when it comes to buying new phones without renewing a contract. You can find new Verizon mobile phones on eBay but sometimes you take as risk in doing so. Unlike GSM phones, if the CDMA phone you purchase of eBay is tagged STOLEN, you'll have a really hard time getting it activated - if at all. If you get one from a reputable dealer/seller all you have to do is take it to your local Verizon store and have them activate it with a new contract of course.

Most "unlocked" cell phones being sold are for use with the GSM networks. Mobile carriers like Cingular and T Mobile operate on this type network.
