Depends on what state you live in. My state isn't a commie state so I don't need a special license to practice my Constitutional right to own, but to carry is another story.

A friend of mine went to our local court house. I am not sure excately which court handles this,but you could find out by calling the courthouse. You fill out an application ,then they do a background check..It probably takes 1-2 weeks,,thats a guess..Hope this helps you out.
