This pertains to a cash judgment I received in Banning, Ca.

Do you already have a judgment? Then you need to request a copy of the judgment from your court-of-origin. Most judgments will spell out in writing the interest rate attached to the judgment. If you have not already gone to court, you need to obtain that information directly from the court. Just because it's a certain percentage in one state means nothing. It's what is typically assigned by that particular state, court and/or judge.

Most courts follow the governments interest rate, which is 7-9 perecent (same as IRS and student loans)
