Ghetto is any place where price is the highest priority. For example, if people happily grab a used couch from the dumpster because they can't afford a new couch it's ghetto. Usually it refers to a neighborhood where everyone is so poor they're stuff all looks like trash. It's not an insult to the people. It's just their financial reality.

I live next to Detroit and it's not bad as it seems. It just has beat up building. But the definition of ghetto is probably Detroit.
