Yes, I have the darkest mirror tint available on my windows and you can see outside during the day. No, it does not prevent someone seeing in at night if there is a light on in the room and the person is right up against the window.

find the darkest mirror tint or order commercial mirror tint for buildings.
my neighbors have this on their new house, except it's not mirror tint. It's ultra dark and it seems like no one is ever there...even at night you can't see their interior lights from our house.
(of course, I don't know if you can see in when you get close or not..that's why my votes for mirror tint)

You have to check with your City's Building Inspector. Most municipalities won't allow this as they NEED to be able to observe the inside of your house in case of emergency. Think of all the work of painting this on - then having to scrape it off.
Hang heavy curtains if you have to.
Why would you want to?

it probably won't have this effect, if you mean the lights in the house will be on, but it will be dark outside.
Light semi-transparent lacy curtain will do a better job than tinting.
