in my fights with tar and sap i have found that a good wax is the best answer like a but of the paste not the stuff in a bottle bug remover strips the wax so even if you us tar and bug remover you will have to wax...the wax alone can and will remove tar and sap

Very hot water will make the sap soft enough to remove

Use a liquid cleaner wax like turlte wax.
