It is NOT:
Barn Owl
Tawny Owl
Little Owl
Short Eared Owl
Long Eared Owl

Nearest sound is the Little Owl but longer and somewhat sadder

It is definatly not an Oyster Catcher. The sound is more like a decending pitched whistle and each whistle lasts about a second.

I think it is probably a Little Owl Athene noctua , they do not hoot , but make a repetitive mewing sound. I used to hear it very often where I used to live. 10 points please.

It might actually be a small group of oyster catchers. Medium sized black & white, found in grassy areas.....or near water.
If the "pew pew pew pew" is high pitched, LOUD & quite rapid then it might be your culprit.
We have a LOT of different bird species near us (outskirts of city), sparrows, wood pigeons etc, but the oyster catchers just go on ALL night sometimes - not continuously, just sporadic bursts.
ps. The wood pigeon can go on all night too, but their call is more of a medium low toned "crrrewww crrrewww crrrewww"...non-stop. If there is ANY light source, they just keep going...and going... broken only by the 'clacking' of their wings when finding another spot out of sight of shotgun-toting insomniacs.

It's the infamous Pew Bird, which is common to your area. They prefer high nests, keeping people up at night and attacking people with pointed sticks.
