It's one of those thngs that takes a little skill.
Make sure the brush is loaded, but without a blob on the tip; wipe and simultaneously twist the tip of the brush against the lip of the container to do this.
Start at the inside corner of your eye, and draw the brush right along the eyelid, just over where your lashes grow out.
When you come to the outside corner of your eye, back off the pressure on the brush to encourage the line to taper to a sharp point, not a blunt end.
And...trickiest of all...do all this in ONE stroke.

Liquid eyeliner isn't meant for your under eye. You only use it for the upper lid, right at the roots of your top lashes. If you want to have a thick line for a dramatic look, use it like nail polish. Dip the brush and wipe one side of it against the bottle. If you want a suttle, small line, only get the tip of the brush wet with the eyeliner and swipe it across you upper lid slowly and neatly.
To apply: Using your finger, tug at the end of your upper eyelid making your eye look really long. Then starting from the tear duct, wipe (or slide) the brush along your lide. It's easy, but be careful not to get it in your eye because it's slippery!!

Here are a few tips on how To Apply Eyeliner
1. Liquid eyeliner should only be used above the top lashes. It is best to use a pencil or eyeshadow under the lower lashes. For a more dramatic look, use a colored kohl pencil above and below lashes and follow with a black liquid liner on the top. It will make your lashes appear darker and will stay on all day. A dark eye-liner highlights the shape of your eyes and deepens the look. Softly line with eyeliner pencil, draw a thin line along lashes next to roots.
For a dramatic look, lightly dot color along the lower lashes. For softness, line can be smudged with fingertip or Q-tip.
2. Eyeliner should be applied close to the base of the eyelashes. Products vary from cake to liquid liner to pencil. Practice makes perfect in achieving a fine line. Hold your head back and look down into the mirror. The eyelid will be tight and it will be easier to apply the liner. Smudge if necessary.
3. Don´t apply eyeliner in a thick line. It looks harsh and makes the eye appear heavy and tired. Get out of the 60´s and instead use a fine line. If you have trouble, use a brush to blend and smooth it out.
4. By using a line under the lower lashes gives the illusion of making the eyes appear larger. Instead of using a pencil, try using a small makeup brush with a dark eyeshadow. Apply into the lashes to make the lashes appear darker. Below this line apply a highlighter eyeshadow (in white, beige or yellow) in a fine line with a cleansed small brush. This will brighten the eye area.
5. There are pencil eyeliners, liquid eyeliner, and cake eyeliners. Pencil liners can be used above top lashes and under lower lashes. Liquid liners should only be used on the top lid. Cake eyeliners are used with water and can be used both top and bottom.
6. A smoky violet pencil looks best for someone with green eyes. On the color wheel, green and violet are opposite, and so they look well together. Also, look at nature when deciding on a color palette. Green, burnt orange and beige can be found in a field of autumn colors.
7. If you want to use the same liner pencil for eyes and lips I would recommend using an eyeliner pencil. Then you know this is safe for the eyes. Choose a shade that is a red-brown or a plum-brown. Then it will compliment your lipstick.
8. A liquid eyeliner or a cake eyeliner that you use with a fine brush will stay on the best. If you don´t feel adept at using these, pencils work well also. Pencils can be smudged for a subtle look. Always hold your head back, look down into the mirror, and apply your eyeliner. This will keep your eyelid skin tight and you can make a smooth line.
A few more simple techniques:
* When it comes to wearing shadow with this look, it's usually a good idea to keep its colour soft and neutral. Try using a light cream shadow all over the lid and a warmer taupe in the crease. Your eyes will have warmth and definition without looking overdone.
* The right tool is essential in achieving the heavily lined look. For liquid liner you want to use a point liner brush. This tiny, precision brush will allow you to draw a clean, even line. Many women close their eyes when applying liner, which leads to a bumpy uneven line. Instead, keep your eye open. This will make it easier to follow the contour of your lashline.
* When using liner don't feel like you have to paint one continuous line. One easy technique involves drawing three dashes - one at the inner corner, one in the middle of the lash line and another at the outer corner. Then, go back and connect the dashes. For the thick Audrey Hepburn look, fill in your liner slowly. After you've established a clean base line, start the brush at the middle of your lashes and slowly build up the outer line, extending the liner slightly out and just beyond the eye.
* A fun way to add even more drama to this look is by using false eyelash singles. These tiny individual lashes can be glued to the outer corner of the top lashline for a great 'doe-eyed' effect.
Don't be afraid of making mistakes with liquid liner. After all, practice makes perfect. However, if your liner does go astray, a little water or eye make-up remover on a cotton bud will correct the problem. Good luck.

I only use liquid eye liner on the top of my eyes, like to line where my eye lashes start, and I use regular eyeliner for the bottom =)

I was in the exact same position a couple of months ago! But I asked about on here (just like you did) and I got sooo many replies that said it isn't worth your time. I have found that that is very good advice. I stick to the pencil. It is more natural and it has a softer sexier look. Not so hard core and sharp. I guess it is just my personal preferance, but if this doesn't work out for you..... stick to the pencil. It has become my best friend! lol =)

I use black liquid liner. I just use it to make my eyes darker because I like a dark smokey look. I put it on my top lid as close to my lashline as i can possibly get it. It makes my lashes look longer. I don't know how you are supposed to it with that stuff, since I don't use it... that's how I use mine though. It should have directions with it... everything comes with directions. Even airline peanuts!

Make sure you have thin liner start from inner eye at lash line and pull brush to outer edge of lash line,I suggest try using it on top lid only to start,do not pull at eye and be careful not to get it into eye ,liquid is difficult to use, it takes practice

First of all, when you take the wand out, wipe some of the liner on the sides of the bottle so it is not all goopy. Then, pull your eyelid out to the side towards the ear on that side of your face. (Make sure you have a mirror set in front of you) Take a deep breath, and run the tip of the wand/brush starting at the inside of your eyes out, towards the end of your eye, towards your ear. Sweep it across your eyelid, at the base of your eyelashes. Make the line as thin, or thick as you want. PRACTICE, PRACTICE!!!

Start with a very thin coat and apply it on your top eye lid. Use short lines to complete the entire upper eyelid and make sure you use a steady hand!
