The Best inexpensive web designer of all is going to be the cost of a local libray card and about 1 week of study and practice. I was looking for a web designer at one point for my business which is basically all web. I thought it would be too much to learn myself how to design a page let alone a site.
But I got my hands on a copy of dreamweaver, checked out a Dreaweaver book at the library, read through the whole book, and did the practices in it, I created my website and a few more within 2 weeks.
Its not even as hard as you imagine, just takes a little bit of time and study.
HOWEVER, if you are simply bent on not doing this yourself, I would recommend going to a local community college or university, and make an agreement with a student who is studing web design. They are good designers who are dying to show off there skills for not only a grade but for you as well, since you would be one of there first clients and recommendations for for future work. You get your website, they get there good grade, and if it does cost, it'll be cheaper by far than any commercial designer..

Good and inexpensive are not generally synonymous when it comes to Web Design.
I've done web stuff for work and for clients outside of work since 1996.
A good designer will cost based on the type of programming requirements.
I have gotten away from page design in favor of using packaged Open Source for portals and stores.. It simplifies websites and cuts deployment time substantial
