There are several reasons for the failure:
1. A civil war has developed. There is no way American troops can fight against insurgents when ppl are fighting in the streets. The ppl that are fighting are the ppl that the troops are there to protect.
2. From the beginning it was doomed to fail because Rumsfeld refused to take the advice of many Army Generals and send in an adequate amount of troops.
3. The US military that are there have dehumanized the Iraqi ppl; therefore, have treated them inhumanely. This has caused the Iraqi ppl to hate the troops; thus, hate the USA.
4. Even if Iraq were to maintain a stable democracy, the USA has shot itself in the foot by coming out publicly and stating we are against Islamic nations. This has resulted in the Iraqi ppl not trusting our reasons for being there. So no matter what happens, they want us out of their lives.

No, they haven't failed. The people are no longer oppressed and being murdered by their leader. Most Iraqi people are happy to have American soldiers there. They're democratic again. The few "bad" fighting the changes don't represent what the whole country feels. Our military can't leave until the job is completely done. They have to be able to totally take care of themselves and it's a very long process, but they're slowly getting there.

I think Iraq was a failure to begin with and have no clue why there are stilll soldiers there. It is just stirring up more trouble.
