Body temperature is controlled by many things external and internal. For the external, the most obvious is the weather outside and the body's preparation for the weather. If in cold weather, without proper gear the body will also become cold which will lead to an eventual lowering of the core temperature if the body is not warmed soon enough. As for high temperatures, a lack of intake of fluids could lead to the body overheating since the body has no way to continue sweating which helps cool the body in hot temps. Internally, if a person is sick the body reacts by releasing white blood cells to fight the infection or virus and the body's temp will increase.

Who said that the human body could maintain 37C at all times?
From what I know, the body maintains an AVERAGE of 37C. If your body was unable to regulate heat, you'd be dead a long time ago.
It doesn't bother me that you asked a question but you asked it in a way as if to say no one could answer it and therefore biology as a science was wrong.

This of it like a warm as a warm cold cycle. You body will over heat and need to cool from physical activity. When this happens your temp drops to below normal due to rapid heat loss and or sweating. Once the body is below or back to normal it resumes this cycles on a much small scale. Also when one sleeps the body conserves energy and in doing so the temperature of the body drops.

Your body is a system of checks and balances, basically. First of all, you are completely exposed and vulnerable to your environment, if it is freezing or blazing hot, you body will shiver to try to generate heat while you're losing it, or sweat, to cool you down. It takes time to make things warmer or cooler. Also, when you are sick, your body will try to fight the infection or virus by heating. Heat kills vulnerable bateria and your body naturally kicks up the heat to fight it off.

Its like a Car the harder you work it the hotter it will be. Setting at an Idle it will cool off just like a motor...
