I knew that my wife was cheating on me long before I had any concrete evidence. I hate to say it, but he probably is.
Because he has denied it, you'll need some solid evidence so you can confront him.
Do you have children? If not, confront the cheating jerk and move on. If so, make an appointment with a marriage counselor. Then confront him and tell him when the appointment is. If he shows up, try to work it out so that the two of you and your children will be happy. If he doesn't show up, dump the cheating jerk and move on.

Admit that there is a problem either way and seek marriage counseling. Either your spouse is having a problem with your marriage and is cheating on you or you are having a problem with your marriage and no longer trust your spouse. Either way there is a problem and you need help.

You can believe them or you can not believe them. If you don't believe them hire a private detective to see if they can find out. If you don't want to hire a detective you can investigate yourself. Be prepared to get into a lot of trouble if they're NOT cheating and they find out you're investigating though.

I would request that to see a marriage counselor to help build up trust again in the relationship...obviously there has been a breakdown of trust

Do you know he is for sure? And he probably wont tell you. Only way is to catch him in some form. Even if you have to sneak around and spy on him, I would do whatever it takes to find out for sure.

Why do you feel he is cheating when he denies it? Do you have a reason or are you fishing for an excuse yourself.
