Having a certificate in ms office is nothing when you are talking about web programing. Many think that programing is easy , but it's not. It's like learning a foreign language and doing math at the same time. People go to universities to learn to do that kind of stuff , but if you are patient you can start by getting a book or finding a guide on html. Just learn the basics and practice alot , have a goal , like "i want to make a site with some photos on it" , you will see that there will be stuff you want to do but you cant and you will have to study them and so on , until one day you will have the ability to do some serious work.

Macromedia Dreamweaver. This software have some very cool features but require some previous web design experience. If you are just starting out, I suggest you use Microsoft publisher or Micosoft frontpage.

I've used Dreamweaver a lot, and HomeSIte, which is by the same people.
If you want to try a cool, user friendly web design package, try MoonFruit's SiteMaker. It's all online, and uses Flash technology. Its fun to play with once you get used to it, which shouldn't be too long!

Blue Voda (only works with BlueVoda hosting accounts), Macromedia Dreamweaver, PageMaker, Quark... There are lots, it just depends on which one has the features that you need.

they all suck frontpage is the worst by far dreamweaver isn't as bad but it still is for noobs
