Yes and No...

Yes, if the person or business you are downloading the movie from owns the copyrights to the movie or has permission from the copyright owner. I.E. they have the legal right to give it to you.

No, if you are downloading pirated movies. I.E. downloading movies from a source that doesn't own the copyright, or have permission from the copyright holder to disseminate them.

Whether you pay for the download or not has no legal bearing on the legality of the download. The only way to legally download a movie, is to get it from the copyright holder or their duly authorized agent. (that's the legal mumbo-jumbo.)

not unless you're sending money to the company who made it. if you rent or buy it, or watch it in the cinema, then money changes hands and some or all of it goes to the producers of the film. if not then it's basically stealing.
