marshalls and ross! they have paper denim, seven for all mankind, joes jeans, and other good stuff. lots of polo and some coach too. also check out tj maxx and burlington coat factory!

well i go to cato sometimes because its really cheap and they always have the best clothes but dont go there for shoes i usually go to the shoe depot for shoes they always are cheap and have the lastest styles and you can go to ross, marshalls, goodies(i think) or maybe target and go to oldnavy when they have sales like they always have cool vintage shirts on sale where i live

Search for Outlets in your local area. H&M carry designer items.
Places like TJMaxx get in good labels as well, check with these stores to see when they get their deliveries so you can have first pick.
