Best option is to remove the sash if possible and take it to a glass shop. They will have all of the necessary items other than the glass needed to do the replacement. The glass itself is cheap. Depending on the type of window, the accessories needed to do the job can easily equal the cost of the glass. On top of that you need to add labor. I wouldn't be at all surprised to see a bill for $60 - 75.00 for a 28" x 36" sash replacement.
All bets are off if it is one pane of glass in a double glazed insulated glass sash. In that case, the glass shop will have to build the "sealed glass" unit and then drop it into the sash.

if you have divided lite windows you would have a hard time doing what you are thinking of doing. if the upper and lower sashes are both single lite then its possible. check this out with a glass company to see what this would cost you per sash, then compare to the cost of just putting replacements in. then figure out how much time it would take you to do this. they won't just pop in where the old glass was though. they channel needs to be able to hold the new thicker glass unit, most likely you would need to remove a 1/4" from the window channel to fit them. you could also check out the big window manufacturers for new sash kits that are already double pane. then you would just gut your old windows and insert the new ones, and you'll be able to tilt to clean these new ones. good luck, i think the replacement way is what you'll find will be the way to go.

Depending on the sixe of the pane of glass that you need 15-30 dollars. I recently needed to replace a pane of glass and I went to Home Depot and found a larger peice that was chipped in the corner of the glass and they gave me 50% off because it was damaged, and since you usually have to cut it doesn;t matter anyway.
One thing to remember if you are replacing windows in old houses, the type of glass is different, it tends to ahve a wavy, even purplish look to it and in order to be consistent with the rest of the windows you should try to find and old glass pane or window at a restoration store.

Can you give more info? What size, approx.? Single, or double glazed? Single glazed panes for true divided mullion units are cheap, a couple of bucks should cover it. They are available, cut to size, at most hardware stores. Insulated sash have to come from the original manufacturer, as a special order. They can cost over $100, easily.

SARISWEETIE Had the price about right. The only thing I can add is to bring the frame to the glass shop if is easy to remove. You will have an exact fit and save you a lot of aggrivation. The slight extra charge is well worth it.
