Well, you may want to get something to take care of ring worm or athletes foot (powder works good because they roll in it & it gets all over their body to make sure there are no other outbreaks.) dont use just the foot powder though, mix in a touch to his normal bath.
It may have just gotten pulled out. Most people pick up their chinchillas by the tail, so maybe his last owner pulled out some hair on accident.
Another case could be he is chewing his own fur a 'fur chewer.'
There is really no known cure for chewing of the fur. all you can try to do is make the animal as comfortable & safe feeling as you can. Some will chew due to stress (change of home/surroundings), other chinchillas, improper diet, hygeine, or caging.
Observe his surroundings & actions. That will tell you a lot about your animal & its health. You know your animal best, so you make the judgement on if you need treatment from a Vet.

A client at the animal hospital I work at brought in a chin, with no fur on its tail. The doctor, not having a clue what to do with a chin started treating it for mites. Ends up the owners "couldn't afford" the treatment (whatever, different story) I took it from them, and took it to a REAL critter doctor and the poor babies tail was paralyzed, she had started to chew it off, it was a bald nub. I had to get it amputated. She did great with out it, had her for 4 years.

problby something to do with skin problums or really bad flees. either was the dog most likely needs medical treatment.
