Yup, there is. Since they are all under the Department Of Homeland Security you will need to use their site and the contact us link at the bottom of the page. Send and email and ask how to apply and I'm sure they will direct you to the appropriate web site.

Yes there is. One of them for example, takes the Nigera scammers for a ride. They lure them into places where they actually take photo's of the scammers. In one example, the person who was scamming had to get a tatto on his forehead I think..or back of the neck. And they post the scammers on a very public website and in the towns of where the people come from. Its called Vigilism or something like that. I would have to go back to get the group's name, but they are all over the world.

They are pro active and its not exactly endorsed by law enforcement, but they are one of those type of agencies that spy and do things against bad people.
