i have a friend Ive been tryin to call and it says the person is not takein incoming calls what does this mean

if he is not takein calls does he still get his text messages?

They not taking incoming calls is a nice way of there service to tell u they have been cut off as in there phone services have been canceled

Out of area, cancelled, or they forwarded their cell number to VOIP and blocked incoming calls.

usually it means that they are either out of the calling area, or their phone is turned off and their mail box is full.
