I have a rather small backyard, so trees will not do. Basically anything that doesn't look ugly, lasts all year long in the heat and doesn't make a mess would be great.

A succulent/rock garden will look great all year round! Just go to your local nursery, or even Home Depot. There will be tons of beautiful cacti and succulents for pretty cheap!

You may also want to think about lantana (those little flowers that have lots of little flowers within)
rosemary is a good choice, and you can use it for cooking!
beargrass could add some height and visual interest

agaves are good. I personal like the mescal agave; it grows a lot slower than other agaves, so it won't dwarf your other plants.

one of my favorite plants is pedilanthis. It's a strange vertical green succulent that looks like something from outerspace.

if you want to attract butterflies, try a butterfly bush. (lantana also attracts butterflies and hummingbirds!)

have fun with it. there are so many cool desert plants that will make your yard look amazing!

Well, I would suggest Lantana and Boxwood but seems as though you'd be better off with rock mulch and cactus.
