Basically, all living needs to rest and sleep. Fish also do, but with eyes open due to no eyelid. So when they are resting motionless on the base of the fish tank or not moving at all, it means they are sleeping so do not try to stress them by hitting the tank, on the light suddenly or make loud noise to stun them.

Yes, of course they sleep. Though the thing is that they don't have eyelids so they sleep with their eyes open. When they sleep, they breathe but stay in one place. Also, fish most times sleep at the bottum but somtimes they sleep in a cave youput in the tank, in the middle of the tank, of if you have a fiter(which you should or else your fish will die faster because the water's not that clean), they may alsosleep underneath or nearby.

Yes fish sleep when the lights go off usually at the bottom of the tank on there belly's.

Yes - we have yet to discover an animal that can live without it - many with lie on the bottom overnight, and you'll notice a lot less activity in tanks at night after the lights go out.
As a result, it's fairly important to be consistent when lights do go on and off.
